Practice

Mr. Sabel joined Shearman & Sterling in 1994 and became a partner in 1997.  Prior to joining the firm, he spent 18 years at the Federal Reserve Bank of New York, where he specialized in domestic and foreign bank regulatory and supervisory matters and worked extensively in other regulatory areas such as reserve requirements, margin regulations and risk-based capital requirements.  He acted as technical adviser to the State and Treasury Departments in connection with the asset freezes imposed on Iran, Libya, Iraq and Kuwait, and also served as a technical adviser to the central banks of Russia and Kazakhstan.  At Shearman & Sterling he advises domestic and foreign clients on all aspects of bank regulation and regularly represents them before the Federal Reserve and other agencies.  He has assisted several foreign banks in becoming financial holding companies with the Federal Reserve.  He has also represented many financial organizations on bank regulatory issues arising in merger and acquisition transactions, advises on enforcement matters, and has served as an expert witness on bank regulatory topics.
